@matigo US operators all have well-defined, documented policies for it now. For example, Cricket Wireless: https://www.cricketwireless.com/support/apps-and-services/device-unlock/customer/device-unlock.html
The people in the store can't usually unlock the phone, but they get in touch with their backline support to do what's needed.
