@matigo Some states have specific laws as to how their electors must vote, others (such as Washington State) do not.
The concept of the Electoral College was broached in Federalist Papers No. 68 [avalon.law.yale.edu].
Washington State has 12 electoral votes, which were cast as follows [twitter.com] for President:
- 8 for Hillary Clinton
- 3 for Colin Powell
- 1 for Faith Spotted Eagle
